  1. COMPETITION CHARACTERISTICS.

1.1. The drift race takes place in accordance with the LAF Sports Code, the FIA ​​Sport Code. Motocross races take place in accordance with the LaMSF Sports Code, the FIM Sporting Code and this Race Regulations. Changes and supplements to these Terms and Conditions shall be announced only in the dated Supplementary Regulations approved by the Organizer or the Commissioner. The competition is based on the Latvian Drift Cup Regulations 2019.

. 1.2. The competition takes place on February 23, 2019, in the sports complex “JIP-Mārupīte” in Marupe.

. 1.3. Competition Secretariat Center:

  • 23.02.2019 from 07:00 to 17:30 on the track area

1.4. Track:

  • The overall description of the route and the schemes are published on the Official Stand and explained at the Meeting of the Participants;

. 1.5. For decisions not covered by these Regulations, the decision shall be made by: 1) the Commissioner, Chief Judge and Organizer of the Event, if the decision is made during the Event;

. 1.6. Additional changes to and around the competition will be announced to the contestants on the day of the event, if changes are made on the day, on the official information board.

. 1.7. The track is on a water body and the track is made of ice! The minimum ice thickness for a secure race is set at 30cm. Ice measurements will be made:

  • 22.02.2019 at least in 4 different locations around the track configuration.
  • 23.02.2019 07:00 at least in 4 different locations around the track configuration.
  • 23.02.2019 11:30 at least in 4 different locations around the track configuration.

. 1.8. The total area of ​​the track configuration is 60000m2.

. 1.9. Ice measurements are controlled and recorded by the organizer.

. 1.10. The track for the motocross class is accepted by the acceptance-delivery act in the morning with the decision of the chief judge.

  1. REGISTRATION

3.1. Registration starts:

  • By filling out the APPLICATION FORM - 15.02.2019
  • On the race day - 23.02.2019 at. 07:00

. 3.2. The following must be shown on the registration day:

  • Insurance policy, the sum insured of the Insurance Policy must be not less than EUR 1500, - the insurance must bear a mark indicating that it is valid for motor sports and / or motorsport in which the cup participates (insurance can also be settled on the day of the race).
  • 2019 LAF drift license. (for sportists) license of the 2019 motorsport LaMSF. (Motorcyclists) It will also be possible to obtain a one-time license to participate in the race when registering on the spot. Single license price EUR 5, -. To obtain a one-off license, it is necessary to submit a medical certificate to the registration - a medical certificate must be issued from a family doctor to the current year in which the athlete intends to participate in a drift race. The medical certificate must contain a medical note: "Practically healthy, allowed to participate in auto racing".
  • Technical Commission (the commissioner makes a note on the training card that the participant's car has been admitted to the competition) and gives the mandatory stickers to be glued to the car by the athlete and rider on the sports motorcycle.

3.3. The participant must inform the secretariat about the service car, its national registration no. Each participant receives one car pass for technical transport. The rider will receive two entry tickets free of charge, each participant can buy 8 tickets with 50% discount on the day of the competition - the price of one ticket is EUR 5, - -. Based on the peculiarities of the track and the size of the participants' park, the organizer has the right not to admit a car as a non-technical car.

3.4. The DRIFT participant with his signature in the application confirms the knowledge and commitment of the LAF Sporting Code and the Competition Regulations to perform it.

3.5. Participation Fee:

  • EUR 60, - Drift - Street tire class
  • EUR 70, -Drift - sport tire class
  • EUR 100, - Drift - in both classes
  • EUR 30, - motocross class

3.6. Participation fee is refunded completely to participant if the event does not happen due to Organizer's fault;

3.7. Drivers of any brand of rear-wheel drive are eligible to participate in the drift race.

3.7.1. Any cross motorcycle or enduro race motorcycle are allowed to take part in the motocross races.

3.8. Riders with LAF and ASN licenses issued by the respective classes (Street, ProAm or PRO), for drift discipline are allowed to participate in the competition.

3.9. The competitor must not be under the influence of alcohol, drugs or other intoxicating substances during the competition. Penalty - Exclusion from Competition and Loss of License. The health of the participant must not interfere with driving.

3.10. The Organizer's mandatory advertisement is on the competition badge and start numbers, and it cannot be refused. Penalty EUR 50, -.

3.11. On the day of the race, you will be able to get acquainted with the official sticker scheme when registering and receiving official stickers and where they should be on the participant's car or motorcycle. If there is a conflict situation for a rider with his sponsors overlapping with organizer’s sponsors, please contact the organizer to resolve the situation.

3.12. Alcohol control can take place in the competition. Alcohol control can be done by the organizer of the race using an alcometer. In case of exceeding the specified norm, the respective participant will be excluded from the respective competition. The norm is 0 percent.

4. INSURANCE.

4.1. Civil liability insurance OCTA and CASCO do not work during the competition.

4.2. The Organizer's civil liability is insured in accordance with the Regulations of the Cabinet of Ministers of the Republic of Latvia Nr. 298 'On Compulsory Civil Liability Insurance for Event Organizer'.

  1. TECHNICAL COMMISSION (TC).

5.1.The cars of all participants must arrive to the technical inspection (TC) in the territory of the track, in the place specified by the Organizer in connection with the agenda. The technical condition of the car and its compliance with the security regulations will be checked at the Technical Commission! Vehicles that will not meet the safety requirements will not be admitted to the race! If you have any questions about the conformity of the car, please contact the organizers of the race in time to clarify.

5.2.All motorcycles of the participants will be checked before the training event. The technical commission will check the overall technical condition of the motorcycle and its compliance with safety regulations. Motorcycles that will not meet the safety requirements will not be admitted to the race!

5.3. The tires to be used for each class in the race.

  • DRIFT Street Tire Class is allowed to run only on industrially-made street tires that are allowed to take part in the road and which have the (E) label. In the street tire class before the start zone, the stud will be measured! The maximum permissible tire protrusion is 2mm. The number of studs in the tire must not exceed the number of studs specified by the tire manufacturer. If a protest over the number of studs is received, the accused participant will have to prove the appropriate number of studs, if he cannot do so, then the protest will be approved.
  • In the DRIFT Sport Tire class, it is allowed to start with rally sport tires, which have a maximum protrusion of 8mm. Tire size is not limited. Participants need to be aware of the increased risks associated with the relatively high speed in this class as well as the race containing both cars with and without safety frames.
  • In MOTOCROSS class, it is allowed to start with sport tires, which have studs with a maximum protrusion of 7mm. Use of tires with special ICE nails is not allowed !!!

 The configuration of the track will be designed so that the maximum speed should not be exceeded from the speed during summer.

5.4. Start numbers, drift badges, and Organizer’s advertisement must be placed on the car in the locations provided for in the Annex to the Regulations prior to the vehicle's technical inspection.

5.5. The rider's safety equipment is checked by a car technical commission. The Technical Commissioner is entitled to inspect the Participant's safety equipment at any time of the race without prior notice.

5.6. All participants are strongly recommended for FIA homogeneous overalls, gloves and special footwear for sports. During the races, the participant may not have arms, legs or other parts of the body uncovered and closed shoes are a must. Using a horseshoe or chin in a car without a safety frame is strongly recommended! For cars with a safety frame, the use of HANS is REQUIRED!

  1. TRAINING.

6.1. Training time for the competition is determined in relation to the agenda. Training procedures will be explained at the meeting of participants. Each rider must make at least 2 training trips on the official day of the race. In the training trips it is categorically forbidden to ride with passengers, the rider in the car during a training trip should be alone (with the exception, if the organizer with the race commissioner and chief judge, at the request of the rider, allow to travel with a co-driver during the training ride).

6.2. Every motorcycle rider must complete at least 3 laps during the training time.

  1. COMPETITION START AND START PROCEDURE

7.1. The start for each car is given by the judge at the departure from the starting area, showing the participants the green flag.

7.2. Qualification takes place by lottery. Each participant will draw a number during the lottery, which will indicate the specific place of qualification of the participant. The starting order for tandem races is determined on the basis of the qualification location according to the established scheme. If the Participant is unable to attend the qualification draw, he / she may designate a representative who draws a ballot instead of the participant, giving a prior notice to the participant's judge.

7.3. If there are 16 or less participants in the class, then the TOP16 tandem spruce is driven

7.4. If there are 17 or more participants in the class then the TOP32 tandem spruce is driven.

7.5. If there are 33 or more participants in the class, the TOP64 tandem spruce is driven.

7.6. Tandem, or exclusion trips, take place in accordance with the Annual Rules for the Latvian Drift Cup 2019. In the Tandem or exclusion Rides within each class, riders are divided into pairs. There are two rides for each pair, in which the participants take turns riding as runners and drivers. The winner of the Tandem pair, whose scoring judges will determine by the sum of points earned in both races, will be placed on the next round of the race. The evaluation of tandem races takes place according to the Annex to the Rules of the Drift Race - Appendix 2. - The principles of trial.

7.7. Any interference in the work of the judges, the delay of the race and the disruption of the work of the judges may be punished by a fine of EUR 100, according to the decision of the chief judge. In the event of repeated disruption of the judges, the rider may be excluded from the competition. The participant without warning may be excluded from the race for any rude behaviour, including gesturing against judges or other official officials of the competition.

7.8. The rider has no right to change the car within the 1 (one) tandem race, unless the car's tires or discs have a technical defect, which is why the rider cannot continue driving. The penalty for non-compliance with this point is from EUR 100 to exclusion from the competition.

7.9. Motorcyclists start race 1 after the results of the lottery, which will take place during a training session before going on the track. On the start of race 2, the riders enter in the order they finished the 1st race.

  1. RACING PROCEDURE.

8.1. During training and tandem races, participants must be fastened with safety belts and locked helmets - appropriate for auto-racing with the E mark. Penalty for any violation of this rule by a judge - prohibition to start. The prohibition to start is applied after the warning is issued if the participant repeatedly commits the violation.

8.2. Participants must attend all competitions. Meeting attendance is mandatory. Penalty for not following this point - prohibition to start. Prohibition to start is applied after a warning is issued if the participant does not appear again.

8.3. An individual briefing for a rider who did not attend the meeting costs EUR 50, -.

8.4. A rider who has not attended a meeting may not lodge complaints, protests or appeals. Any form of aggression and public dissatisfaction with decisions made by judges or other official persons of the race, including delaying the race with an attempt to influence the results of the race and persuading the official to change the decision in relation to the particular participant, shall be treated as a disrespect for the sport discipline. Such an action may be punished by a fine of up to EUR 500 - and / or exclusion of the competitor.

8.5. Only drivers can be in the race car during the race and tandem races. (with the exception, if the organizer with the race commissar and the chief judge, at the request of the rider, allows a passenger to drive during the training trip).

8.6. During the drift race, participants are not allowed to drift outside the race area.

8.7. It is strictly forbidden to drift during transit, drifting during the first trip is penalized with a fine of EUR 100, -. By repeating the violation, the participant may be excluded from the competition.

8.8. Drift Competitors are not allowed to drift outside of their race, except for: • Participants will be informed about the drifting procedure after the finals. Every rider takes full responsibility for their actions on the track and the safety of themselves and others.

8.9. Wheel-spinning on the spot is strictly prohibited.

8.10. Track description- track, sports center “JIP-Mārupīte”, the track scheme will be published on the information board on the day of the race.

8.11. With the permission of the Chief Judge, you can change the registered car to a spare car, that is, another car that has passed the technical commission.

8.12. Race car breakdown classes - 2 test classes

8.13. Motocross class participants 5 min. before the start must be in the pre-start area

8.14. Motocross winning in overall ranking is determined by the sum of points earned in 2 races. In case of equal scores the runner who has won a higher position in the 2nd race will win the higher place overall.

PARTICIPANT PARK.

9.1. Service, refueling and tire change are allowed only in the participants' park.

9.2. Participants and their service personnel are responsible for work and fire safety regulations.

9.3. The speed of the cars in the Park of Participants is not more than 5 km/h, in violation of the speed limit, a warning is issued or a penalty is imposed.

9.4. It is recommended to use the radio between the team representative and the rider for communication coordinating the frequency which is not the same as for security guards, judges, etc.

9.5. If refueling a sports car is carried out in place of each driver's box, there must necessarily be a fire extinguisher of at least 4 kg, which corresponds to the rules of the specific fuel used by the rider. The fire extinguisher should stand in a visible and accessible place.

10. RESULTS.

10.1. Announcing the provisional (previous) results - 23.02.2019 at. 16:55 on the official notice board.

10.2. Announcement of official results of the race 23.02.2019 at. 17:00 and publication - on the third working day after the competition at the website of the Latvian Automobile Federation, on the website of the Latvian Motor Sports Federation and on the official Facebook page of the competition.

  1. AWARDS.

11.1. Organizer rewards 1-3. place winners in each class.

11.2. Award-winning participants mus attend the award ceremony. In case of absence, the participant loses the right to receive prizes.

11.3. Race cash prizes in each class:

Motocross:

  1. - 100 eur
  2. - 70 eur
  3. - 50 eur

Drift:

  1. sports class - 300 eur
  2. 2 sports class - 200 eur
  3. 3 sports class - 150 eur
  1. street class - 250 eur
  2. street class - 180 eur
  3. street class - 130 eur.
  1. PROTEST.

12.1. Protests for violations with drift car non-compliance may be submitted in writing until the start of the tandem trips. The time of the competition can be found in the competition regulations.

12.2. Penalties for infringements during the competition must be paid until the date or time specified in the written decision of the Chief Judge and / or the Commissioner.

12.3. Penalties not stipulated in the competition or annual regulations are determined according to the general parts of the LATVIAN AUTHORIZATION OF AUTOMOTIVE VEHICLES, Chapter 10

12.5. In cases not covered by these Rules, the provisions of Chapter 11 of the LAF Code shall govern the procedure for filing protests. In any case, in the event of inaccuracies, omissions or contradictions, the validity, acceptance or rejection of the lodging of protests shall be decided by the Competition Commissioner.

12.6. All protests must be made in writing and submitted to the Chief Referee or Competition Commissioner, accompanied by a protest fee of EUR 200.

12.7. The procedure for deciding on each registered protest and the decision-making procedure shall be decided by the competitor (i) by informing all parties to the protest accordingly.

12.8. If the protest is found to be justified, the protest fee is returned to the protester.

12.9. If the protest is rejected, the contributions made, in accordance with the Stewards' decision, remain in full or in part with the Organizer.

12.10. Appeals must be filed in accordance with Chapter 12 of the LAF National Sport Code. Appeal fee for LAF Court of Appeal is set at EUR 1000, -
